The year is 2013. There has recently been a huge satellite war and all modern communications have been disrupted. In America, the Department of Defense has taken back most of the internet, reducing it to a unusable trickle of information.

Most of the general public who were dependent upon technology walk around detached and slightly lost. Most of urban society has returned to a DIY fix it culture, as there aren’t many new products or people do not have the means to buy them.

One bright spot in certain urban communities is the resurgence of lawless community based pirate radio. These covert broadcasts are unseen but heard intermittently. The groups of people who create these broadcasts try to be consistent.

A leader in the movement is Lenox and his faithful driver Stu who broadcast from a roving car with an odd looking antenna on the roof. They circle certain neighborhoods and districts, reading dedications, playing uplifting music, and passing along pertinent information to the public. They will sometimes drive the neighborhood circuit for days at a time, or until the energy in the car runs down.
